Minutes of the Parish Council Meeting held on 
Monday, 4th October 2021 at Great Hale Magna Village

The Chairman opened the meeting at 7.30pm.

It was with great sadness that the Parish Council was informed of the death of Vice-Chairman Councillor Simon Needham on Friday, 1st October 2021 .  He was a much-valued Councillor and will be greatly missed.  All present stood for a minute’s silence to remember Councillor Needham.

Public Forum

There was one member of the public present and shared information with those present regarding network railway and the flooding issues on the Fen Road. Also the ongoing problem with the drains in Orchard Close.

The open session closed at 7.32pm.
    
Official Business of the Council

(1) To receive apologies and reasons given (21/115)
Apologies were received and accepted by those present from Councillor N Dady and District Councillor S Ogden.

(2) Notes of the meeting held on 6th September 2021 (21/116)
It was unanimously agreed that the draft minutes from the meeting held on 6th September 2021 were a true record.
Action: Chair to sign minutes
Action  Clerk to upload minutes to the website
            
(3) To receive declaration of interest and to receive written request for new dpi dispensations (21/117)
None received.

(4) To receive reports from any district councillors, county councillors or police in attendance (21/118)
Councillor Tarry thanked residents for their efforts in respect of recycling card and paper.  Those present informed Councillor Tarry that the lids on the new bins were not heavy enough to stay closed in windy weather.

Councillor Key informed the Council that the meeting with Highways will need to be rearranged and will inform the Council of the new meeting date. 

It was proposed and agreed to amend the agenda to discuss item 9.1 whilst District Councillor was still present.

(9.1) To receive an update on Orchard Close drains (21/119)
Councillor Turner had emailed Darren Sweek, Anglian Water and informed the meeting of the content of the reply regarding the drainage issues on Orchard Close, which in general stated that there were no more blockages/odours than any other estate.
Action: Clerk to forward email to Councillor Tarry

Cllr Tarry left the meeting at 7.50pm.

(5) Planning applications (21/120
No applications

(6) Financial matters
(6.1) To approve the September 2021 bank reconciliation and spend to date (21/121)
It was unanimously resolved to accept the bank reconciliation and spend to date.


(6.2) To approve accounts for payment (21/122)
It was unanimously resolved to approve the accounts for payment.
Action:  Clerk to make BACS payments for all outstanding payments.

(7) Highways matters for discussion and resolution
(7.1) To receive update on any outstanding potholes (21/123)
Update will be available following the rearranged meeting with Highways.
(7.2) Grass cutting Hall Park (21/124)
LCC had informed the Clerk the grass cutting within Great Hale is the responsibility of the Parish Council.
(7.3) To receive update regarding electronic speed sign (21/125)
Options were discussed and a decision was deferred to allow more options to be investigated.

(7.4) Update on bid for a pavement between Grove Street and Barnard Close along Leas Road (21/126)
The case to be put forward at meeting with Highways.
(7.5) Update on Hedgerow Bedlam Lane/Queens Road (21/127)
No issues
(7.6) Flooding Update (21/128)
No further update
    
(8) Orchard Green for discussion and resolution
(8.1) To receive update on Orchard Green inspections (21/129)
Inspection carried out and no action needed.
(8.2) To discuss quote(s) for repair or replacement of damaged equipment (21/130)
It was unanimously resolved  to accept the quote from EKM Ltd to replace rotting back board and replace 4 top platform floor boards in the play area at a cost of £640 + VAT to be paid for from the reserve money.
Action:  Clerk to contact EKM Ltd

(9) Other matters for discussion and resolution
(9.2) To receive update on the Queen’s Platinum Jubilee celebrations 2022 (21/131)
Discussed by those present and agreed to be put on the November agenda.

(9.3) LALC Website Management Services  (21/132)
It was unanimously resolved to sign up for the Basic level of service at a cost of £5.00 + VAT per month and to be reviewed as necessary.
Action:  Clerk to contact LALC to sign up for the Basic level of service

(10) Correspondence
(10.1) Email received from builder regarding possible building plot for three houses on strip of land between WPD substation and No 34 on Little Hale Road (B1394) (21/133)
It was unanimously agreed that the Parish Council could not comment until a proposal was received, and that the builder should contact NDKC the planning authority.
Action:  Clerk to email builder
(10.2) Letter received from Lincolnshire County Council – Temporary Traffic Restriction (21/134)
Notification received from LCC in respect of Road Closure Order in place on Great Hale Drove No 2 Level Crossing:  22:00 15/11/21 to 06:30 16/11/21 (Ref TTRO/4243)
