Minutes of the Parish Council Meeting held on 

Monday, 1st November 2021 at Great Hale Magna Village Hall

The Chairman opened the meeting at 7.30pm.

 

Public Forum

 

A member of the public informed those present about a tree in Orchard Close has overhanging branches which could potentially cause problems with residents telephone lines.  Parish Council advised the member of public to report it on www.fixmystreet.com as it should be dealt with by Lincolnshire County Council Highways.

 

A member of the public asked if a freedom of information request could be made to find out how many times Anglian Water discharge waste water into the water course.

Action:  Parish Council to make further enquiries.

Official Business of the Council

 

(1) To receive apologies and reasons given (21/137)

Apologies were received and accepted by those present from Councillor Dady.  District Councillor Tarry, District Councillor Ogden and Councillor Key were unable to attend the meeting.

 

(2) Notes of the meeting held on 4th October 2021 (21/138)

It was unanimously agreed that the draft minutes from the meeting held on 4th October 2021 were a true record.

Action: Chair to sign minutes

Action  Clerk to upload minutes to the website

 

(3) To receive declaration of interest and to receive written request for new dpi dispensations (21/139)

Declaration of interest in respect of item 5.1:  Councillor Barnatt, Councillor Broom and Councillor Cope.

 

(4) To receive reports from any district councillors, county councillors or police in attendance (21/140)

None received.

 

(5) Planning applications (21/141)

(5.1) Planning application 21/1638/HRN)

The application was supported, subject to appropriate tree planting. 

Action:  Clerk to inform NKDC Planning.

 

(6)  Financial matters

(6.1) To approve the October 2021 bank reconciliation and spend to date (21/142)

It was unanimously resolved to accept the bank reconciliation and spend to date.

 

(6.2) To approve accounts for payment (21/143)

It was unanimously resolved to approve the accounts for payment.

Action:  Clerk to make BACS payments for all outstanding payments.

 

(6.3) Feedback from meeting with Alison Bourne, Internal Auditor 26th October 2021 (21/144)

Clerk had met with Internal Auditor and gave feedback;  Standing Order to be amended.

Action:  Standing Order to be approved at December meeting.

 

(6.4) Community Infrastructure Levy (21/145)

Unanimously resolved to contact NKDC for further information regarding allocation of levy.

Action:  Councillor Broom to contact NKDC

 

(7) Highways matters for discussion and resolution

(7.1) To receive update regarding meeting with LCC Highways and Councillor Key on 29th October 2021 (21/146)

Update was given including:  LCC Highways currently completing urgent or highways work where there is a health and safety issue, pavements obstructed by trees/hedges and speed reduction options discussed.

Action:  Chair to put item in Great Hale Newsletter making residents aware of the facility to report highways issues on www.fixmystreet.com 

Action:  Agenda item next meeting – speed reducing solution

Action:  Where a resident’s trees/hedges cause an obstruction to a pavement, parish councillors to encourage resident to rectify problem in first instance or if necessary contact LCC Highways.

 

(7.2) Grass cutting Hall Park (21/147)

This item was included on agenda in error.

 

(7.3) Electronic speed sign (21/148)

(8) Orchard Green for discussion and resolution

(8.1) To receive update on Orchard Green inspections (21/149)

Update given.

Action:  John Cope and Maurice Barnatt to take lead to arrange a date for working party of parish councillors to clear spinney and adjust bird spikes on swing.

 

(9) Other matters for discussion and resolution

(9.1) Queen’s Platinum Jubilee celebrations 2022 (21/150)

No further update

(9.2) Orchard Close drains (21/151)

No further update

(9.3) Clerk’s mobile – new call plan (21/152)

It was unanimously resolved for clerk to proceed with new call plan £10.00 a month maximum.

Action:  Clerk to arrange a new call plan

(9.4) Casual vacancy in the office of parish councillor (21/153)

Notice of Vacancy on village noticeboards and Great Hale Parish Council website.  If 10 electors have not requested an election by 16/11/21 the vacancy will be filled through co-option by the Parish Council.

(9.5) Appointment of vice-chair (21/154)

Resolved to put on January 2022 agenda

Action:  Agenda item January 2022

 

(10) Correspondence

(10.1) Lincolnshire County Council – Temporary Traffic Restriction Great Hale Drove No 1 Level Crossing (21/155)

Dates for restriction: 21:00 to 07:00  on 22nd, 23rd, 24th and 25th November 2021

(10.2) Church Warden, Parochial Church Council regarding clock chamber floor (21/156)

A request had been received in respect of a financial contribution to the cost of the repairs to the floor.

Action:  Clerk to contact Church Warden for further information

(10.3) Annual OPCC Policing Precept Survey (21/157)

Police and Crime Commissioner to launch the Annual Precept Survey.

Action:  Clerk to invite a representative from the Safer Together Team to attend next AGM

(10.4) Ecotricity – Heckington Fen Solar Park proposal (21/158)

Those present agreed that if Ecotricity should apply for planning, the Parish Council would want to see the site screened from public view in all directions with trees/hedging.

Action:  Clerk to email feedback to Ecotricity
