Monday, 9th January 2023 at 7pm at Hale Magna Village Hall

Public Forum
The Public Forum Opened at 7.00 pm.
The Vice-Chairman took the chair and welcomed the public to the 15 minute Public Forum
There were 3 members of the public present.
A parishioner wished to say how much they liked the new bench at the corner of Little Hale Road / Church Street.
Another parishioner stated that he had received a reply from The Route Director for Network Rail through our MP Dr Johnson re the damaged culvert in Great Hale. He stated the work is planned for early January 2023 but that is dependenton industrial action. Network Rail apologised for delays.

Official Business of the Council
1. Chairman’s Welcome (22/165)
Cllr Cooke deputised as Chair and welcomed everyone to the meeting and thanked everyone attending.
2. Apologies (22/166)
Council accepted apologies from Councillor Cope, District Councillor Ogden and County Councillor Key for their non-attendance.
3 Previous meeting held on 5th December 2022 (22/167)
It was unanimously agreed that the draft minutes from the meeting held on 5th December 2022 were a true record. The Chairman duly signed the minutes.
4. Clerk’s Report (22/168)

5. To receive declarations of interests (22/169)
Cllr Cooke made a declaration of interests on Item 8
6. To receive reports from County and District councillors (22/170)
Cllr Tarry asked if we had received any information regarding the tree in Hall Park. We confirmed that we had not. She said that she would chase it further.
She also wanted to check if the fly tipping had been removed at Carter Plot Road.
She continued that NKDC are going through budget setting and looking at Council Tax
Cllr Tarry wanted to ask if everyone had received a copy of December’s NK News. Various members of the Council and public said that they had received digital copies, paper copies or none at all.
Cllr Broom asked Cllr Tarry about missing road signs at The Gables and The Maples. Cllr Broom said he had spoken to someone at NKDC regarding who should apply for the new signs. Cllr Tarry said she would be happy to follow this up.
Cllr Tarry left the meeting at 7.14pm
7 Planning Applications (22/171)
(7.1) None received
8 Finance matters
(8.1) To approve the December 2022 bank reconciliation and spend to date. (22/172)

It was unanimously resolved to approve the accounts for payment.
(8.3) To finalise the Precept for 2023 / 2024 (22/174)
It was unanimously resolved to approve the precept request.
Action: Clerk to submit precept request to NKDC.
(9) Highway matters for discussion and resolution
(9.1) Reactive speed sign (22/175)
We are awaiting authority from Graeme Butler and Highways to site the reactive speed sign to a lamppost on Little Hale Road and others around the village. The sign has arrived and is stored at the Clerk’s address.
(9.2) Highways – further issues (22/176)
Cllr Cope rang following a conversation with a Parishioner and an arboriculturist about a cherry tree on Kings Lane. The tree is reported to be diseased and needs to be removed. Cllr Turner said that he had seen the tree and it is on Highways land.
Cllr Dady – noted that some potholes had been filled down Crow Lane
Cllr Barnatt added that Carter Plot Lane had also been filled.
Action : Clerk to contact Highways to request the removal of the tree on Kings Lane.
10 Orchard Green
10.1 Inspections (22/177):
Cllr Turner completed the inspections this month. The grass was quite long. It was agreed that we should leave further grass cutting until after the work has been completed at the end of the park.
Cllr Broom said that some notices stating a missing cat had been put up with long nails. This is causing a potential risk to people and clothing. Cllr Broom said that he would remove the long nails and replace with something more suitable and safe.

11 Other matters
(11.1) Heckington Car Voluntary Service (22/178)
Clerk had contacted Richard Higgs from HCVS with regards to the Grant funding process. An application has now been received with supporting information regarding the number of journeys made for the residents of Great Hale.
Action: Clerk to circulate figures to all Councillors and the matter to be added and discussed further at February’s meeting.
(11.2) Emergency plan for Great Hale (22/179)
Clerk explained that an update for emergency plans for Great Hale was requested.
Cllr Broom said we had a plan and he referred to Lockdown support for Parishioners. He said that he would forward our current planning information to the Clerk.
(11.3) Dates for meetings in 2023 (22/180)

(11.4) East Heckington notice board (22/181)
The offer by the Vice-Chairman of Heckington Parish Council to have access to, and display Great Hale Parish Council’s notices on the new notice board at East Heckington was discussed. It was decided not to take up their offer.
Action: Vice-Chair to draft a reply and Clerk to send.
