Great Hale Parish Council
Minutes of the Parish Council Meeting held remotely on
Monday 2nd November 2020 via Zoom Video Call
Present: Chairman Cllr N. Turner, Cllrs J. Cope, A. Broom, L Mountain, N.Dady, S.Needham and M. Barnatt.
In attendance: Clerk K. Sinclair and District Cllrs S Tarry and S Ogden.
Public Forum.
There we no members of the public present.
The Chairman opened the meeting at 7.32pm.
Official Business of the Council
1. To receive apologies and reasons given (20/165)
All present.
2. Chairman’s welcome and opening remarks (20/166)
The Chairman welcomed all Councillors to the meeting.
3. To approve the draft minutes from the meeting held on Monday 5th October 2020 (20/167)
It was unanimously resolved that the draft minutes from the previous meeting were a true record and could be approved and signed as minutes.
Action: Chairman to sign the minutes when next possible. Clerk to upload to the website.
4. To receive declarations of interest and to receive written requests for new DPI dispensations (20/168)
None declared.
5. To receive reports from any District Councillors, County Councillors or Police in attendance (20/169)
The District Cllrs informed the council about grant funding opportunities via Viking Link and said they would forward the information onto the Clerk via email for circulation.
Action: Clerk to forward the information when received.
6. Planning applications (20/170)
There were no planning applications at this time.
District Cllrs S Tarry and S Ogden left the meeting at 7.35pm.
7. Financial matters
7.1 To approve the bank reconciliation and spend to date (20/171)
It was unanimously resolved to accept bank reconciliation and the spend to date.

7.2 To approve the accounts for payment (20/172)
It was unanimously resolved to approve the accounts for payment.
Action: Clerk to make BACS payments for all outstanding payments.

8. Highway matters for discussion
8.1 To receive an update on any outstanding potholes (20/173)
No repairs to all previous pot holes had been noticed.
Action: Clerk to obtain pictures and report all potholes to Highways again.
8.2 To Discuss Recent Flooding in the Village (20/174)
No update has been received.
Action: Clerk to request an update.
8.3 To receive update on grass cutting in Great Hale (20/175)
There are no more cuts necessary at this time.
8.4 To consider the grass cutting tender received (20/176)
The tender received was from the current contractor.
Due to the tender having a 10% increase, it was unanimously resolved to seek further tenders.
8.5 To receive update on discussions with County Councillor Barry Young (20/177)
There has still been no response from County Cllr B Young, despite several emails being sent.
Action: Clerk to email County Cllr B Young again to request an update.
9. Orchard Green
9.1 To receive an update on Orchard Green inspections (20/178)
Cllr L Mountain carried out the most recent inspections and reported little to no litter. However, some of the bird spikes from the swings have disappeared and the grass could do with an additional cut.
Cllr N Dady to carry out next inspections.
10. Matters for discussion and resolution
10.1 To receive an update regarding the Great Hale COVID-19 Community Support (20/179)
The support scheme is still in place and await further updates and guidance in relation to COVID-19.
Action: Clerk to post contact information on social media and website.
10.2 To receive update on the bus shelter timetable display (20/180)
The timetable display has now been erected in the bus shelter.
10.3 To receive an update on the sycamore trees in the Churchyard (20/181)
Cllr N Turner has arranged a meeting with a tree surgeon in the Churchyard later this week to discuss necessary works.
10.4 To receive an update on the progress of the new Parish Council website (20/182)
The Clerk has completed an additional 10 hours of work on the website. Bringing the total hours to 25.
It was unanimously resolved to pay the Clerk the 10 hours worked within their November salary.
Action: Clerk to continue to develop the new website.
10.5 To note the money received from the Great Hale newsletter closure and discuss the best use of the donation (20/183)
The Council has received £700 from the closure of the Great Hale newsletter and will discuss the best use of this money in the spring.
10.6 To discuss the NKDC tree stategy (20/184)
The Council did not have any comments on the above.
10.7 To discuss the reburial of the 11th -19th century bones found at the Church (20/185)
The council did not deem this to be a parish council matter.
Action: Clerk to reply to the Church accordingly.
