Notes taken at Parish Council Meeting held on

Monday, 1st July 2024 at 7pm at Hale Magna Village Hall

Public Forum

The Public Forum Opened at 7.00pm

There was 1 member of the public present.

He stated that speeding along Orchard Close is being observed and requested 30mph repeater signs to be added to remind all drivers of the speed limit.

Official Business of the Council

1.    Chairman’s Welcome (24/68)  

The Chairman welcomed everyone to the meeting.  He said that the Walnut tree in the Churchyard has been dealt with today.  The Chairman further asked that a safety survey of all trees in the Churchyard be done.  The tree surgeon looked at the cherry tree on the green but he needs to looks further and with more equipment.

He continued to say that work has commenced on the Church Wall.  More needs to be done but we will source additional grant funding for this.


2.    Apologies (24/69)

Apologies were received from County Councillor Key.

3    Previous meeting held on Monday 3rd June 2024 (24/70)

It was unanimously agreed that the draft minutes from the meeting held on 3rd June 2024 were a true record. The Chairman duly signed the minutes.


4    Clerk’s Report (24/71)

Printed and put up election information
Wrote to Parishioner with thanks
Updated resident on Fix my Street – Orchard Close cherry tree
Printed and laminated emergency details sign for Park
Enquired in Clerk’s group regarding grass cutting
D Day plans
Liaised with Church wall contractor, Councillors, grant funding and Churchwarden

5.    To receive declarations of interests (24/72)
    
Cllr Cooke made a declaration of interests on Item 8 

6.    To receive reports from County and District councillors (24/73)
        
DC Collard discussed Anglian Water Phase 2 consultation.   This will be held on Friday 12th July between 2-7pm at Great Hale Village Hall.

DC Tarry discussed the NKDC Survey and urged as many people as possible complete it.  Cllr Cooke said that he had done this.

She continued regarding the Gables. Highways issues are being dealt with by County Councillor A Key.  Cllr Broom said that each resident had received a letter saying that the developer needs to make good the road before it can be adopted.  Unless this is done by the developer then the developer may be issued with a bill to have it done.

Regarding the builder’s yard issues, further investigation needs to happen.
Cllr Turner suggested Environmental Health involvement due to the rat infestation.

7    Planning Applications (24/74)

(7.1)    Planning Application Reference: 

Application Reference: 24/0508/HOUS
Proposal: Erection of single storey extension to side and rear of property, internal alterations and alterations to windows
Location: Strawberry Fields 25 Hall Road Great Hale
The Application was approved

8    Finance matters 

(8.1)    To approve the June 2024 bank reconciliation and spend to date. (24/75)
    
Council approved the June 2024 bank reconciliation and acknowledged the spend to date.
    
(8.2)    To approve accounts for payment (24/76)
    
    It was unanimously resolved to approve accounts for payment.

(9)    Highway matters for discussion and resolution 

(9.1)    Highways – Orchard Park (24/77)

    Speeding along Orchard Park.  The Clerk had received a reply from the Highways Manager stating that this is not an area that would warrant a 20mph speed limit.  They suggested contacting the Road Safety Partnership and / or the Police.
        
    Action:  Clerk to contact RSP and to investigate 30mph signs

(9.2)    Highways – any other issues (24/78)

    A resident had asked who was responsible for the maintenance of the paths between Magna Crescent and Queens Road.  They were advised that this is a Highways responsibility and subsequently submitted a Fix my Street request.

    There continues to be a blocked drain on Chapel Lane. The Chair has submitted a Fix my Street update.

Another resident has contacted the Clerk regarding the alley way between Hall Park and the Queen Elizabeth bungalows.  They have submitted a Fix my Street but said that they haven’t been satisfied with the lack of response in the past.

10    Orchard Green for discussion and resolution

10.1    To receive an update on Orchard Green Inspections (24/79) 

    Cllr Cope undertook this month’s inspection.  He said the grass and litter etc was generally pretty good.

    He said that Orchard Park was cut beautifully in mid-June but the last cut was not as low.

    There is a hole in the wire fence.  Cllr Cope said that he would fix the fence.

    The hedge side needs a tidy up.  Also, some wooden fencing needs repairing.

This was discussed and a Working party of councillors will attend the site on Thursday 4th July at 9am.

11    Other matters 

(11.1)     Anglian Water Reservoir (24/80)
    
    There is a Meeting on 12th July at Gt Hale Village Hall from 2-7pm. Cllr Cooke is sharing the information on the local Social Media pages.
    

    Action:  Cllr Cooke to publicise across long Facebook pages.


(11.2) The Gables builder’s yard (24/81)

    This was discussed with the District Councillors at Item 6
    

(11.3) Grass cutting (24/82)
 
Cllr Turner said he had spoken to the Contractor.  He asked him to quote for all areas to be cut on a 2 weekly basis as well as for what he currently does. The village is looking good with the grass being cut more often.
    

(11.4) Church Wall (24/83)

Our Grant funding covers 80% of the invoice up to £3000. The Wall contractor has completed work but their invoice has not yet been received.

Cllr Broom said that the path is uneven and is difficult to walk on. Could this be a Highways issue?

    
Action:  Clerk to continue to look for funding – perhaps Viking Link / Bicker Farm / Reservoir
